Pre-opened in March and grand-opened in June 2010 in the former Rensei Junior High School located in Akihabara, Tokyo. This is “an alternative art space of the 21th century" freely to cross within the industry by the hands of the private management mainly by artists as a base of creating a new art style. Based on the international city, Akihabara, what 3331 Arts Chiyoda is aiming at is to become an art platform of international cultural art exchange between Tokyo and other cities in Japan, or between Tokyo and other countries in Eastern Asia.

3331 Arts Chiyoda is managed by a joint company established by Masato Nakamura, an artist well-known for having handled various art projects so far. It plans to further develop its activities by the best use of its experiences and networks which Artist Initiative Command N has accumulated over the last 10 years. Artist Initiative Command N is the antecedent of this joint company, which completed over 70 art projects and collaborated with more than 300 artists from inside and outside Japan.

Various groups, such galleries, universities, businesses, incorporated nonprofit organizations, and cafes occupy the underground and three floors on the ground, and they each hold events and workshops, etc. On the other hand, the adjoining Nerisei Park brings a peacefulness and silence with trees and plants which make us forget the downtown clamor and appreciate the changing seasons.

The facility’s name "3331" comes from the figures of Edo Ippon-jime (a single hand clap by all particpants in unison which often ends Japanese parties). This “Edo Ippon-jime” is became a popular custom in the Edo Period to express gratitude at auspicious situations.
